One way to use a video for a loading screen would be to save each frame of the video (1 second of video is usually made up of between 25 and 30 images) as a picture and use the animation feature of the sprite object.
In quite a few video editing applications you can save/export a clip as an image sequence, automatically giving you a numbered set of images to drop into a folder for the sprite object to work with.
One word of warning, the images need to be very heavily optimised to do this - large images will make the whole animation play very slowly.

Well that depends what purpose the video is fulfilling in your loading screen (which you haven't given any indication of).
If it's for a cut scene to tell some story, have the video playing in the background with an unobtrusive loading bar over the top.
If it's some eye candy that you want to change in relation to the percentage of the game loaded, use a script to tie the images/separate animations to only play for a small/set duration (grand theft auto style)
You have to use the appropriate technique for what it is that you as the game creator are trying to achieve.
Either way - adding video to a loading screen will increase the loading time.

it will also decrease the playback quality of the video, likely jumping and skipping, unless it's a very small/simple animation or a few second loop.

...the proper way to do it for intro movies etc, would be to load to a rad file that is just the video playing, then exit fade to loading the game/menu, as i don't know of any games that play movies during loading, before or after loading is the norm.

i remember fernando saying that doing this during the loading process cant guarantee the video will play back smoothly due to the loading process it's self.

Nope!!!! you are able to make many jpg s like every frame of gif but I think it's impossible. Or you could just change your gif extension to jpg and your photo viewer will display it fine

I've heard something about splitting a gif into jpg's and being able to set them up as a (rather choppy) animation for the default load screen, but I can't remember how to do it exactly...
