Is there someway I can convert or export a rigidbody file into a ball or element file for a projectile?

You can already use the rigidbody as a projectile...

But the rigidbody must be dynamic , and it's collision mesh to be made of Spheres and Boxes.

Isn't the RigidBody dynamic and with collision by default if you just apply it to the terrain, G-Force and the other stuff? (I'm a noob in 3DRad, but just wanted to ask.)

You must use spheres or boxes for collision... That's how the dynaimc system works...
Another solution is to use skinmesh instead of rigidbody, and set the rigbody to sphere or cube (the one that is closer to your needs)...

Skinmesh can be any shape, but the rigidbody has to be spheres or cubes... Just attach the skinmesh to the rigidbody and hide the rigbody... Example: Rigidbody - red Skinmesh - blue
