Ok, so I have a series of roads and other city components. SOMETIMES the car collides with it(always the first time), and then it either has no collision or the collision is shifted away from the skinmesh.
Any reasons or fixes for this??

This is very basic but everyone forgets it sometimes...
Is your car linked to the objects? It needs to be linked to all the RigidBodies you want it to have collision with.

are all the rigidbody static road pieces set to -1 for the mass.. if any other value they can move.
Also the polys if you made custom road pieces, need to be less than 50 or maybe 40 meters in size or less per poly, if they are bigger it can cause collision issues.
You can use the tessellate function to increase the poly count, if your modeler has that.
Also are you sure your collision models are the proper sizes to match the skinmeshs, or visa-versa

another cause can be cars being too fast, making the cpu miss physics calculations so the car will drive thru a wall, try slowing down to see if it still happens.

Same thing used to happen with me 2-3 years ago when I was a beginner and used the highway construction kit.. When I used many of them then some of them did not show rigidity even though it was linked with the car.. Replacing those parts again worked but it was much irritating. Still I don't have any solution to this.. What I do now is make my map big and then import.. I only divide my map into 6-7 parts, so I do not face such problems again..

Also another thing you mite look out for..
As a 3drad newbie i was building my models and overlapping the edges of ground pieces thinking it would just seem like a bump in the road or landscape.
That is exactly what happens, butttt that bump can turn into more like a car hitting a wall.
the reverse can happen when the edges don't align properly with your custom made models, and what seems like a small insignificant gap, turns into a hole your car can fall through.
To avoid these misalignment with custom models, you should create the ground / road pieces either as one big solid piece first, then use your modeler to cut the road pieces into smaller parts if needed, but be sure not to move any pieces before export or you'll run into alignment issues.
If your using the highway construction pieces, what you do is place apiece next to another highway piece then press S , this "snaps" the highway pieces together and perfectly aligns them to prevent gaps at the joints.
As you should be noticing, there could be a number of issues causing your problems..
