It's what became 3D Rad I think. Though I prefer "3impact" it sounds cool.
I've tried finding the API for this as I thought if I can't find the 3D Rad one maybe I can find this one but sadly I can't find it on any old forums or anything.

Isn't 3D Rad a modified and improved version of 3impact. I believe so and was made by same developer.

I very vaguely remember this being discussed on the 3impact forums, wasn't it made by a forum member as a wrapper to the game engine itself? On a side note, I remember how they (the community) managed to convert the engine's physics engine from ODE to PhysX.. which in the end I recall being somewhat better than 3D Rad's implementation of it. WhyNot GH Games essentially yes, 3D Rad and 3Impact are essentially the same, being both made by Fernando + company. The difference is that 3Impact is pretty much the 'bare metal' engine - you have to code everything to make the engine work (3D Rad is based off this). 3D Rad on the other hand is simply the user-friendly, drag+drop version of 3Impact, if you don't dream of C++ every day

Here you go boys and girls. dl.dropbox.com/s/b78tjp6f9gy7g7z/3ImpactStudio.zip?dl=1No install required, just unzip it and run 3impactstudio.exe PS It appears to use C for it's scripting and apparently was written using Borland Visual C Extended, which isn't available anymore, the vcl60.bpl and vclx60.bpl seem to be the BVC source programs , so if you can find a way to open those you mite have source access to possibly v6.1 of 3drad or some other attempt to create a clone or skin for it. The help doesn't say who created this, but it does link to a website "3impactstudio.com" that doesn't exist anymore, and no mention of a contact email and no "read.me" file either... who ever created this didn't brand the product very well, at least in this version. An interesting thing happened with this while i was playing around, i got an error trying to load animal.x, so i removed it from the project, added a new mesh, but 3impactstudio continued to give me an error about the animal.x file not loading. Even saved and closed and started over, that same project continued to report an error for a mesh that didn't exist in the project.. It looks like the error reporting problems 3drad has do come from 3impact... Maybe the other bugs we know about also stem from 3impact more then 3drad its self. not that thats helpful in any way I also realized that because i bought the 3impact engine, i also have versions v2.0 to v5.8 , but never used them.

Wow, this really does have a lot of striking similarities between it and RAD a little bit.
Examining this more closely, it appears that it uses v4.2 of 3Impact - which I'm pretty sure is the DX8 version. I could swap out the v4.2 dll3impact with the one from v5.8, which I know for sure uses DX9, but then I don't know whether it would work right.
